Three ideas:
1) Everyone has רוממות (Kingship) as an individual, this is man’s confidence and self esteem.
2) A private man can be made a king if the people call it out of him, but he is a נשמה פרטית filling a role which is not naturally his.
3) a נשמה כללית doing what he was designed to do: lead. This person is a king before he is a King.
We compared it to the difference between kings from other שבטים as opposed to kings from זרע דוד for whom כתר מלוכה is given.
